Mike Kelley, Professional Engineer & Class A General Contractor
Mike earned a M.S. in Engineering Management from the University of South Florida. Prior to that, he attended the United States Military Academy at West Point, where he earned a B.S. in Engineering and was a Rhodes Scholar Candidate. He has licenses as a Professional Civil Engineer, Florida License # 45914, and as a Class A General Contractor, Florida License # 061932.
Mike has vast experience in the following areas:
General Civil: designing and building concrete reservoirs, disposal facilities, landfills, parking lots, potable water wells, water distribution systems, new roads, sanitary sewers, septic systems, subdivisions of up to 800 homes, and storm sewers.
Geotechnical: designing and building earthen dams, dredges, foundations, laboratory and field analyses, retaining walls, sheet piling design, slope stability analysis, and soil mechanics; and is a Florida State certified neutral evaluator for sinkhole disputes.
Hydrologic: FEMA floodplain analysis (CLOMR-F), hydrologic cycle modeling, river system modeling, stormwater management.

Jakob Figueroa, Construction Management
Jakob leads the construction management team. His job is to ensure timeliness and quality control on all projects. He is often also the project manager on-site.

Charmira Zelaya, Business Manager
Charmira assumes all of PDE’s administrative and management responsibilities. She assists in scheduling appointments for the site evaluation team.
